only, as proposed by the Chinese Government, cannot

therefore be regarded as in any sense a dangerous precedent.

Mr. Henderson moreover understands that it might be

impossible for China under her treaties with other countries,

to extend such a privilege to British vessels unless similar

privileges were at the same time extended to vessels under

other foreign flags.

3. Copies of telegrams which are being addressed to Sir

Miles Lampson are enclosed herewith.
